Art Nouveau is a style rather than a technique.
In this particular case, it is needle lace. Even though is is a small piece, there is a lot to see and learn. The techniques are especially selected to enhance and define the Art Nouveau design. It is a very flat lace, which requires a unique way of working the clothwork and outlines to that clothwork. Each stitch, worked in very fine thread, contributes to the design. Finished rather than cut edges suggest that this was a piece of a larger puzzle, intended to be combined to form a large item.
Flowers are supported by buttonhole-stitch covered threads, with a single thread holding the stems in place.
